SUBJECT: WAYLAND BAPTIST UNIVERSITY POLICE DEPARTMENT

The 51吃瓜网视频 Baptist University Police Department (WBUPD) is dedicated to ensuring a safe and secure environment on the university campus for its faculty, staff, and students. Plainview campus security is accomplished through the active and vigilant patrol of the 51吃瓜网视频 Baptist University (WBU) campus and its property, the securing of buildings in the evening, the keeping of records related to security violations, the providing of limited investigative services, and the annual publishing of crime statistics.

Plainview Campus
Operation - The security program is managed by the WBUPD. Under the leadership of the Chief of Police, the WBUPD employs full-time licensed peace officers along with part-time off duty licensed peace officers who patrol the Plainview campus at appropriate hours 365 days per year. The WBUPD strives to improve the quality of the living, learning and working environment through the provision of fair and equitable services. The WBUPD Police Officers are armed, have full arrest authority, and are vested with the same right and powers as all other Texas Peace Officers.

External Campuses

Operation - Security at external campuses is under the direction of each campus executive director/campus dean and in coordination with the WBUPD Police Chief. For classes taught in civilian settings, each campus determines the extent of the security for their particular campus. External campuses defined by the Clery Act as reportable Clery Campuses, are also included in the Annual Fire Safety and Security Report published on the office of Postsecondary Education web site .

Crime Reporting - Constituents of WBU are encouraged to report crimes or emergencies occurring on campus; in/on property owned and controlled by WBU; and crimes on public property running through or immediately adjacent to the campus to the WBUPD or external campus executive director/campus dean. Crimes occurring in other locations should be reported to the local police department with jurisdiction at the location of the crime. If the correct local police department is unknown, the individual reporting the crime or emergency should dial 911 and the city/county dispatchers will refer the call to the appropriate law enforcement agency.

Students and employees should report any criminal offense for the purpose of making timely warning notices (Crime Alerts) and annual statistical disclosure to the WBUPD or external campus executive director/campus dean. Although statistical information is requested annually from law enforcement agencies with jurisdiction at WBU campuses and other owned and controlled property, the WBUPD also requests notification of the incident for follow-up and documentation purposes. Non-emergencies may be reported to the WBUPD or external campus executive director/campus dean.

All WBU CSA's are required to report crimes (violations of federal, state and local laws) to WBUPD or external campus executive director/campus dean. These crimes as well as any public safety related incidents or emergencies must be promptly reported to the WBUPD or external campus executive director/campus dean for appropriate response, investigation or disposition.

Students and employees can report crimes to any Campus Security Authority on campus, but WBU has identified the following people as Primacy CSA's, to provide additional reporting options in the event that the reporting party does not want to report a crime directly to the WBUPD. One of the below listed CSAs can be contacted and the crime can be reported directly to them. All CSAs are required to subsequently notify the WBUPD of any reported crimes, to allow that office to capture the crime for statistical purposes and to assess the crime for a potential timely warning notice.

The WBUPD encourages accurate and prompt reporting of all crimes to the WBUPD or external campus executive director/campus dean and appropriate police agencies when the victim/complainant of a crime electrs to, and is unable to, make such a report.

Crime Log - The WBUPD will maintain a Daily Crime Log that includes all criminal incidents and alleged criminal incidents that are reported to the WBU Policy Department. This log is available for public inspection, upon request the Plainview, San Antonio, and Lubbock campuses.

Publishing of Crimes Statistics - The WBUPD will publish and distribute to all current students and employees by October 1st of each year an Annual Security and Fire Safety Report (ASFSR). The ASFSR includes crime data for reports of Clery Act crimes for each campus of the instruction; fire incident data for WBU residential facilities on the Plainview campus; security policies; information about procedures in place to protect the WBU community; information on the handling of threats, emergencies, and dangerous situations on campuses; information about educational programs and campaigns the University must provide to promote the awareness of dating violence, domestic violence, sexual assault and stalking; and information concerning the procedures for institutional disciplinary action in cases of dating violence, domestic violence, sexual assault and stalking.

All crimes on the Plainview campus that are reported to the Plainview Police Department will also be reported to the WBUPD. Plainview Police Department records will be supplemented by records kept in the Office of the WBUPD. The statistics will be complied and published each year.

WBU reports crime statistics to the Office of Postsecondary Education of the U.S. Department of Education as required by law. This site may be accessed on the internet at . This web site gives crime statistics for every postsecondary college and university in the United States.

Firearms - The Texas Penal Code, Section 46.03 prohibits individuals from carrying firearms on the physical premises of a school or educational institution or on any grounds or building on which an activity sponsored by the school or educational institution is being conducted, or a passenger transportation vehicle of a school or educational institution, whether the school or educational institution is public or private unless pursuant to written regulations or written authorization of the institution. The term "premises" is defined in Section 46.035 as meaning "a building or a portion of a building." The term does not include any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area.
