SUBJECT: COMPUTER HARDWARE, PRINTERS, AND OTHER COMPUTING RELATED DEVICES
The 51³Ô¹ÏÍøÊÓƵ Baptist University System operates on a server-centric data management and communications system. The following policies are designed to preserve the integrity, functionality, and security of both the university network and the data stored on its servers.
Requisitioning and Purchasing Computer Equipment for the University - The department of information technology services (IT) in Plainview, working closely with the University Technology Committee, will define the configuration of all standard computing equipment including desktops, laptops, monitors, printers, PDA's, scanners, servers, routers, switches, networked printers, networked copiers, and other computing devices for all campuses of the university. Faculty needs for specialized computing equipment for instructional purposes will be handled as described below.
In order to take advantage of quantity discounts, all purchases of university-owned computing equipment will be processed through the IT department in Plainview. In cases where quantities are too low for price discounts, the IT department will work with the requisitioning campus or school to locate the best source for the equipment needed. In all cases, to minimize costs and to ensure standardization of computing and networking systems, purchases for computer equipment and peripheral devices will be coordinated through the IT department.
Unique needs for non-standard computing equipment (e.g. keyboarding computers for music instruction, specialized systems for instructional purposes) may be requisitioned and purchased by the respective academic or administrative office or campus. All such purchases should be coordinated with the IT department to ensure compatibility of the hardware and software to operate within the local networked environment. Such specialized computing systems should be purchased with vendor provided technical support.
The director of information technology services will work with all campuses and schools to establish and maintain an ongoing program of rotation and disposal of old computing equipment. The IT department in Plainview will maintain an inventory of all computers at all campuses. Computers may not be transferred, sold, or otherwise disposed without notifying the IT department.
University-owned Computing Equipment - The university provides the computing resources necessary for employees of the university to perform their duties. University owned computers, printers, and peripheral devices are the property of the university and are not to be treated as if they are personal computers. The IT department will install the basic configuration for all university-owned computing devices. Users may not alter the configuration of these devices in any way, including but not limited to, installing and/or removing hardware devices, software or peripherals.
Maintenance and repair services for all university-owned computing devices will be the responsibility of the IT department. In cases where campuses or schools may have local technical support for computing equipment, all maintenance performed on university-owned computing equipment must be in compliance with standards established by the IT department.
Use of Personal Computing Equipment on University Premises - Pending implementation of corrective server software that will guarantee each machine is adequately patched and equipped with current virus definitions, personal computers may not be connected to the university network without the approval of the director of information technology services. Prior to approval, personal computers must be checked by the IT staff for compatibility, configuration, presence of prohibited software applications, and to ensure that the computer is free of viruses, worms, or other malicious code. Personal computers may not be connected to the university network if that computer does not have an installed, licensed, and properly configured antivirus program in addition to being current with all operating system patches. Under no circumstances will the university be liable for damage to any personal computer, printer, or other peripheral computing device that is used on university premises. The IT department will not provide maintenance or support for personal computing equipment beyond that described above.
Disposal of University-owned Computing Equipment - Disposal of obsolete or inoperable computing equipment must be disposed of through the IT department or through a local vendor having the required EPA and other applicable licenses to provide disposal services for computing related equipment. All employees must be aware that there are federal, state, and local restrictions on the disposal of computers, printers, and other peripheral devices.
In no case will a university-owned computer be sold, discarded, or otherwise disposed without first having its hard drive cleared of all data and licensed software applications. The IT department will provide guidelines on how this reformatting process will be done.
The IT department will work with the chief financial officer of the university to establish a plan for selling obsolete, but operable computer equipment. Computer equipment may be sold to individuals, including employees, under this plan. In no case will sold computer units contain any software application other than the Microsoft operating system. In no case will the university or the IT department be liable for technical support or service of any kind for sold computer units.
Prohibited Network Related Devices - No person may install network switches, routers, servers, wireless computing systems, or any other network related device on any of the networks of any of the campuses without the permission of the director of information technology services. This regulation is not intended to prevent expansion of campus or office networks, but is an expression of the determination of the university to preserve the integrity of both the university network and the data stored on university server systems.
