SUBJECT: STUDENT RIGHT-TO-KNOW AND CAMPUS SECURITY ACT

The Student Right-to-Know and Campus Security Act, passed by Congress in 1990, requires colleges and universities receiving federal financial assistance to report graduation rates of all students as well as student athletes. It also requires institutions to report campus crime statistics and to state their campus security policies.

In compliance with the Student Right-to-Know and Campus Security Act, 51³Ô¹ÏÍøÊÓƵ Baptist University will collect and report information on graduation rates, campus security policies, and campus crime statistics.

Student Right-to-Know - As of July 1, 1993, the university releases "the completion or graduation rate of certificate or degree-seeking, full-time students" entering the institution to any prospective or current student prior to the student's enrolling or entering into any financial obligation. The report will cover the one-year period ending on August 31 of the preceding year. The information will be updated annually.

In the calculation of the graduation rate, "a student shall be counted as a completion or graduation if, within 150 percent of the normal time for completion of or graduation from the program, the student has completed or graduated from the program."

The calculation will not include the completion or graduation rates of students who leave school to serve in the armed services, on official church missions, or with a recognized foreign aid service of the federal government.

The Act requires higher education institutions attended by students receiving athletically-related student aid to submit an annual report, beginning in 1993, to the Department of Education regarding graduation rates of student athletes. The report will include (1) the number of students who received athletically related student aid in various sports; (2) the number of students at the institution; (3) the graduation rate for students who received athletically-related student aid for football, basketball, baseball, cross country/track, and all other sports combined; (4) the graduation rate for all students at the institution; (5) the average graduation rate for the previous four years for students who received athletically-related student aid; and (6) the average graduation rate for all students at the institution. The statistics must be broken down by race and gender for each category. This data must also be provided to any potential student, his or her parents, guidance counselor and coach when the institution offers the student athletically-related student aid.

Responsible Offices for Student Right-to-Know - The responsibility for compiling information on graduation rates at 51³Ô¹ÏÍøÊÓƵ Baptist University will rest with the Office of Institutional Research and Effectiveness. The information will be distributed upon request to current and prospective students by the Office of Admissions.

Campus Awareness and Campus Security - The Student Right-to-Know and Campus Security Act requires colleges and universities to report campus crime statistics and to provide information about their campus security policies. Beginning September 1, 1992, the university will make available upon request an annual security report to all current students and employees, and to any applicant for enrollment or employment. The report will contain at least the following information:

  1. a statement of policies regarding procedures for students and others to report criminal actions or other emergencies occurring on campus and policies concerning the institution's response to such reports,
  2. a statement of policies regarding security and access to campus facilities, including campus residences,
  3. a statement of policies concerning campus law enforcement, including:
    1. the enforcement authority of the campus police and their working relations with state and local police;
    2. policies which encourage accurate and prompt reporting of all crimes to the campus security and the appropriate police agencies.
  4. a description of the type and frequency of programs designed to inform students and employees about campus security procedures and practices and to encourage students and employees to be responsible for their own security and the security of others,
  5. a description of programs designed to inform students and employees about the prevention of crimes,
  6. a statement of policy concerning the monitoring through local police agencies of criminal activity at off-campus student organizations,
  7. a statement of policy concerning alcohol and drugs, and a description of any drug or alcohol abuse education programs,
  8. statistics concerning the occurrence on campus, during the most recent school year and the two preceding school years, as reported to campus security or local police agencies in accordance with the Clery Act definitions used in the uniform crime reporting system of the Department of Justice, Federal Bureau of Investigation, as modified by the Hate Crime Statistics Act.

Data collection on crime statistics and campus security policies began September 1, 1991. On September 1, 1992, and each year thereafter, the university will publish the annual security report, through appropriate publications, web sites or mailings, to all current students or employees, and to any applicant for enrollment or employment upon request (The information may be published in a separate publication or in a separate section in a catalog, handbook, or other publication).

For purposes of the annual report, the term "campus" includes (1) any building or property owned or controlled by the university within the same reasonably contiguous geographic area and used by the institution in direct support of, or related to its educational purposes; or (2) any building or property owned or controlled by student organizations recognized by the institution.

In addition to the annual security report, timely reports on crimes such as murder, rape, robbery, aggravated assault, burglary, and motor vehicle theft will be provided to the campus community when such crimes are considered to be a threat to other students and employees.

Plainview campus - Campus security policies will be developed by the chief of police, subject to the normal review and approval process. The responsibility for collecting crime statistics will rest with the chief of police. Information on security policies and crime statistics will be compiled into the annual report by the chief of police. The report will be posted in the McClung University Center.

External campus - The 51³Ô¹ÏÍøÊÓƵ chief of police will be responsible for compilation and distribution of reports for each campus. Copies of all campus reports will be collected and forwarded to the chief of police. Statistics are available on each campus.

Responsible Offices for Campus Awareness and Campus Security - The responsibility for compiling information on awareness and security at 51³Ô¹ÏÍøÊÓƵ Baptist University will rest with the 51³Ô¹ÏÍøÊÓƵ chief of police. The information will be distributed upon request to current and prospective students by the executive director of each external campus or by the 51³Ô¹ÏÍøÊÓƵ chief of police for the Plainview campus.
